山区农民下山转移中的政府责任——基于浙江省云和县的例证研究

On the Responsibity of the Government in Farmers’shifting from the Mountainous Areas

以云和县实施的农民下山转移工作为例子进行个案研究,以政府管理和政治社会学的理论为分析工具,对当下地方政府在实施农民下山转移工作过程中所扮演的角色和承担的责任进行分析。为了促进农民下山转移,地方政府应采取多种转移方式,拓宽转移渠道;要进行制度方面的配套改革,消除转移障碍;要重视农村人力资源的开发,提高农民就业能力;应提供相应的公共服务,方便农民的转移;要做好权益保障工作,保障转移农民的权益;应规范和监督行政权力,维护群众利益。

In this paper,taking Yunhe County farmers shifting from the mountainous areas as a case example and the government management and political sociology theory as analytical tools,analyzed the role and responsibilities of the current local government in the implementation of the farmers shifting from the mountainous areas. In order to promote the shifting,the local governments should adopt a variety of ways to broaden the shifting channels. We should reform the system to eliminate barriers,pay attention to human executive power and safeguard the interests of the masses.
