Negative Effects of the Financial Crisis on Finance of Universities

由美国次贷危机所引发的金融危机不仅对世界各国的经济发展以及社会生活产生了严重影响,而且对与经济发展密切相关的高等教育产生了直接冲击,造成了一定程度的负面效应,尤其对高校财务的负面效应不容低估。金融危机背景下,经济发展减速明显,造成投入和支持高校发展的经费减少,主要表现为:政府对高校的拨款能力有所削弱,学费收入增加面临重重困难,争取社会捐赠举步维艰,债务化解受到较大冲击。在此种境况下,经费紧缺仍然是今后一段时期制约我国高等教育又好又快发展的瓶颈因素。

The financial crisis, initiated by the U.S. subprime mortgage crisis, has triggered a severe impact not only on world economy and social life but also on higher education, which relates closely with economic development. In particular, considerable attentions must be paid on the negative effects on the finance of universities. Under the context of the financial crisis, the significant economy slowdown led to a reduction in the input and funding support for the university development. The main characteristics are as follows ： （i） the ability of government in funding for universities decreased ; （ii） the raise in tuition fee faced difficulties; （iii） the social contributions declined; and （iv） the debt resolution became more difficult. In such situation, the funding constraints will be a bottleneck for the good and fast development of the higher education in China in a period ahead.
