摘要
我国事业单位改革需要解决的关键性难题是如何处理好逐利动机与公益目标的关系。本文从理论和实践两方面分析公私伙伴关系的基础上,针对我国特殊的制度环境提出对公私伙伴关系进行契约治理的基本结构。
The crucial problem with which our government--sponsored institutions are confronted with is how to balance the relationship between the motive pursuing for the profit and the target es- tablished for the public utility. Owing to this reason, the article attempts to propose the basic structure of contractual governance of Public-Private-Partnerships in the specific systematic environment of China based on the analysis of Public-Private-Partnerships from theoretical as well as practical aspects.
