Based on the scientific definition of the environmental protection services and the operating mechanism, This paper describes that the rationalizational development of the operational mechanisan of the environmental protection services is the key to the rapid and stable development and the important part of comprehensively constructing two - oriented society. Ccombined with the problems existed, this paper also disoasses the tactics and suggestions of improving the operating mechanism of envinmmental protection services in China.
