新农村建设中农民话语权的缺失与回归探析

农民话语权问题已经成为影响农村发展的重大政治问题,农民话语权的实现,对于维护农民权益、实现农村民主治理、和谐社会的建立等具有重要的意义。农民话语的缺失与体制、农村的经济状况及农民自身的素质有关。实现农民的话语权,必须构建完善村民自治制度,构建起农民话语权有效表达的诉求机制,提高农民自身的素质。

Farmer＇ s right to speak has become a vital political problem influencing the development of rural areas. Realizations of safeguard of farmers＇ right, the rural democratic governance, the establishment of a harmonious society are of great significance. The system,the economic situation and the quality of their own contribute to the lack of farmer right to speak. To sateguard farmers＇ right to speak, it is necessary to improve the villagers＇ selfgovernance system ,establish the effective expressing system, and improve the educational level of the farmers.
