石油企业办社会的“悖理行为”辨疑

Arguing the Abnormal Behaviour in the Petroleum Enterprises Running Social Services

企业办社会虽与市场经济的客观要求相悖，但石油企业大量办社会的事实仍揭示了所具备的理性面。认为国家作为不受所有者监督的代理者对石油企业的要求、石油企业的行业特性以及在传统体制下长期运作所形成的定势是石油企业办社会的主要原因，继而对如此运作的利（获得更多自主权、生产经营的正常发展、解决冗员问题）与弊（扭曲了企业目标、与“两个转变”相悖、遏制了职工的开拓进取精神）进行了分析，提出解决所有者虚置、市场规则应公平以及石油企业主动适应市场需求是石油企业办好社会的关键，石油企业办社会仍与石油企业的深入改革和发展并行不悖。

Although the petroleum enterprises running social services are contrary to the objective laws of market economy, a vast amout of facts reveal that their running is rational. The primary causes for this are government's actions out the supervision of owner,professional characteristics and rigid styles formed by the traditional system. Then,their advantages and disadvantages are analysed. It is recommended that petroleum enterprises taking on social duties and resolving the knotty problems must settle owner existing in name only, fair market laws and suiting market needs,which may not be mutually exclusive to deepening and developing the enterprises' reform.
