国防科技工业知识产权转化和应用的策略探析

An Exploring Analysis on the Intellectual Property Rights Transformation and Application Strategy of the Defense-related Science,Technology and Industry

阐述了我国国防科技工业知识产权转化与应用过程中存在的主要问题及产生这些问题的根本原因,提出了建立知识产权转化的联动机制,强化统筹管理,激活国防知识产权的激励及补偿机制,实施军地知识产权战略性合作,有效利用国防科技工业知识产权制度及信息平台等具体对策,以促进和加强国防科技工业知识产权的有效转化与切实应用。

Apart from illustrating the major problems existing in the process of transforming and applying the intellectual property of the defense-related science, technology and industry as well as the principle reasons that result in these problems, the paper proposes several specific strategies aiming at solving the problems. For instance, establishing the correlative mechanism of the intellectual property transformation is as important as establishing incentive and compensation regulations for defense-related intellectual property. Meanwhile, it can not be ignored to implement strategic cooperation between the military and civil utilization of intellectual property rights and make use of the intellectual property system and the information platform efficiently. It is certain to foster and enhance an effective transformation and practical application for these particular intellectual property rights.
