节水农作制建设的战略意义与途径

Strategic Significance and Technological Approaches of Water-saving Farming System in China

节水农作制是以改善农业用水结构和生产模式优化为核心,从技术、管理、政策等综合角度推进旱作节水农业发展。其主要内容包括节水型及适水型的区域农业生产结构和生产布局,高效用水与节水型的农业生产模式,与生产模式配套的旱作节水技术集成应用,以及相应的管理制度和政策支持措施。在分析国内外旱作节水农业技术发展趋势的基础上,提出建立节水高效农作制度的重要意义及其技术途径。

Based on the analysis of technology development trend of dry-land farming and water-saving agriculture, the author proposed the strategic significance and technological approaches of the water-saving farming system. The key to water-saving farming system is to improve agricultural water use structure and cropping pattern, and comprehensive devel- opment of technology, management and policy. The main contents include water-saving or water-adapting agricultural pro- duction structure and distribution, efficient production pattern, integrated application of water-saving technology, preferably management system and policy support.
