基于成本补偿理论的公路清排障收费标准研究

Toll-standard of Highway Clear Exhaust Barrier Based on Cost Reimbursement Theory

通过分析各省市现行的公路清排障收费方案选择较为合理的收费模式,同时基于成本补偿理论,建立收费标准的确定模型和方法、归结清排障总成本及确定总收入,最后利用两次分配法可得到每一类故障车型的收费单价。作为案例应用,通过模型测算得到的江苏省高速公路清排障收费标准,在试行过程中已取得了较好的使用效果。

Toll scheme of highway clear exhaust barrier of different provinces are compared and the reasonable mode is chosen through analysis. Subsequently, the toll-standard model and method are established based on cost reimbursement theory. The total cost is attributed and the income is deter- mined. The price of each category car is defined through twice distribution. Finally, as the case of the model, the toll-standard of highway clear exhaust barrier in Jiangsu Province is calculated and has got good results.
