日本外资、产业结构与环境保护的冲突与协调

Conflict and Coordination among the Japanese's FDI,Industrial Structure and Environment Protection

二战后日本外资的引进集中于优先发展重化工业而导致产业公害的产生,随后公众的觉醒和日本政府及时的调整使日本的环境重新洁净。在这个过程中日本环境的变化与日本外资政策以及产业结构的几次调整是分不开的。我国所处的发展阶段与日本1970年代的情况非常相似,我们可以从日本的经济发展与环境的冲突与协调中的历程中找到一些经验,以促进我国经济与环境的协调发展。

After the Second World War, FDI in Japan concentrated on the priority development of heavy chemical industry, which resulted in the industrial hazards. Subsequently, the awakening consciousness of public and the timely adjustment of Japanese government made the environment clean again. In this process, environment changes in Japan are closely associated with their policy about FDI and several adjustments of their industrial structure. Since the stage of development in China now is very similar to the state of Japan in 1970s, so we can learn some experiences from the conflict and coordination of economic development and environment in Japan so as to improve the coordination development of economy and environment in China.
