电网建设外部环境中冲突趋势及其客观原因分析——电网建设外部环境中的冲突及互适应机制研究之一

Analysis on the Trends and Reasons of the Conflictions in the Power Grid Construction——The First Research Paper Study on the Confliction and Self-adaptive Mechanism in Constructing the Power Grid

为了缓解电网建设外部环境冲突,构建和谐电网,从社会关注度、投诉率、上诉率三个指标的变化情况对电网建设外部环境中的冲突矛盾演变趋势及其客观原因进行了量化分析。通过分析认为可以采取以下三个方面的措施减少电网建设过程中的冲突：（1）完善考虑发展空间权的土地补偿机制,可以有效缓解当地居民的心理预期与现实之间的矛盾;（2）构建跨区域超高压输电线路的利益均衡机制,可以有效平衡电网建设利益相关者的利益分配;（3）提高沿途当地居民的谈判收益或成本,可以促进谈判协议较早达成。

In order to alleviate the conflict of external environment of power grid construction and build the harmonious electrics,the paper quantitatively analyzes the inconsistent trend in the external environment of the power grid construction and its objective reason from the degree of social concern, complaint rates and appeal rates. Aceording to the analysis, the unharmonious trends can be restrained by the following three measures： （1） Perfect right considering the development of land compensation mechanism can alleviate the contradiction between the local residents＇ psychological expectation and reality; （2） Through building the Construction of EHV Transmission Lines across regions of the interests of a balanced mechanism can effectively balance the interests of stakeholders in the distribution; （3） Rise the local residents＇ revenue or the cost of the negotiations will make the negotiated agreement be reached earlier.
