军事计量的挑战与对策

Both the Challenge and Countermeasure of Military Metrology

分析了军事计量的特点与面临的困难和挑战:1)人才队伍;2)知识体系;3)技术体系;4)计量标准设施。讨论了军事计量所必需解决的技术问题与所面临的未来技术挑战。提出了军事计量应对挑战的对策:1)顶层设计;2)法规制定;3)基础研究;4)构建独立知识体系;5)强化核心能力建设;6)军民融合。

The challenge, strait, and specialties in military metrology are analyzed in this paper, these are ： 1 ） the troops of talent peopk ; 2） the knowledge system; 3） the technical system; 4） the measurement standard and facilities. In military metrology, both the technical problems essential to be solved and technical challenge in the future are discussed. Some countermeasures to challenges in military metrology are introduced, these are ： 1 ） the top design ; 2） both the rules and the legal regulation ; 3 ） groundwork and researches ; 4） to construct the independent knowledge system; 5 ） to strengthen the core capability; 6） to syncretize both the military metrology and the civilian metrology.
