摘要
中国高校长期保持国家办学特点,行政管理色彩浓厚;美国则体现"三权分立"特点,院、系学术委员会对高校教师科研评估具有决定性作用。中国依据检索工具和行政级别判定科研成果质量并严格量化,美国则更关注科研成果的质量并采用校外专家匿名评审制度。如果能借鉴美国科研绩效评估优势,建立国家和地方专家库,实行匿名评审,会有助于实现我国科学研究质与量的同步协调发展。
In China, higher colleges are run by the state with strong characterization of administration. In US, the separation of 3 powers: Faculty, Department and Academic committee, is applied. In China, research is valued by categorization and administration level while in the US the quality of the research is emphasized and checked by outer-school anonymous experts. If we can borrow the US research performance appraisal system and establish the state and local experts tank and evaluate the research anonymously, the harmonious development of quality and quantity of our research will be achieved.
