本文分析了企业Ｒ＆Ｄ活动和投资对于提高我国企业和国家国际竞争能力的重要意义，比较了我国与发达国家在相应工业化发展阶段上企业Ｒ＆Ｄ水平和投资规模的差距，探讨了在当前转轨期内，为促进我国企业Ｒ＆Ｄ活动的开展和投资可以采用的经济。

In this paper a great signifiacnce of an R&D activities and investment to increase interational competing ability for our nation’s enterprises and state is analysed,our national enteprise’s fall shorts on an R&D level and investement scale with deveioped country in corresponding industrialization-development stage is compared,and in order to promote that enterprises in our national launch an R&D activities and investment saveral economies policies and legal measures are discussed
