构建河北省现代产业体系的思考——河北省社会科学院陈璐研究员访谈

The Thinking on Constructing Modern Industrial System of Hebei Provice——An Interview with Research Fellow Chen Lu of Hebei Social Sciences Academy

构建现代产业体系,是党的十七大对我国产业发展作出的总体要求,是解决我国产业发展出现的技术水平低、对资源过度依赖、高投入低产出、环境污染严重等一系列现实矛盾和问题的需要。如何构建河北省现代产业体系是当前应对经济危机和转变增长方式最为紧迫的问题,也是确定"十二五"发展思路、工作重点和宏观政策取向的关键问题。2009年8月17日,笔者访谈了河北省社会科学院陈璐研究员,探讨了现代产业体系的内涵,总结了河北省现阶段产业结构的标志性特点和问题,提出了符合河北省自身比较优势的现代产业体系的产业框架、发展方向和路径,概括了河北省构建现代产业体系的现实路径。整理成文,以飨读者。

Constructing modern industrial system is a general requirement on Chinese industrial development put forward by 17th National Congress of the CPC,which is also the needs to solve a series of practical contradictions and problems such as the low level of technique, excessive dependence on resources, high input and low output, serious environmental pollution and so on. How to construct the modern industrial system to cope with financial crisis and transform the economic growth pattern is the most pressing problem,and also the kdy problems in determining development strategy,working priorities and the subsequent policy tropism during the Twelfth Five-Year Plan period. The author interviewed Research Fellow Chen Lu of Hebei Social Science Academy on August 17,2009, discussed the connotation of modern industrial system, summarized the characteristics and problems in current industrial structure,put forward the industrial framework, direction and path in accordance with comparative advantage of Hebei, and summarized the practical path to construct modern industrial system.
