The Strategy for Promoting Reliability and Preventing Blackouts on Interconnected Power Systems

１９９６年７月，美国西部发生大停电事故，引起美国及世界各国的严重注意，由此各自对可施行的电网保安措施重新作了审视，得出了不少有益的结论和观点。文中从电网可靠性的角度，论述一些并不复杂、但易被忽略的一些问题，以期取得对保证电网可靠性方面的共识。

The vast blackout in WSCC system of the U.S.in July 1996 have attracted worldwide attention and induced subseguent review on security measures implemented in respective power systems, by which some beneficial conclusions and opinions were obtained. This paper discusses some problems incomplicate but often being omitled, from power system reliability point of veiw, for reaching common understanding on safeguarding power system reliability.
