奥巴马“巧实力”外交战略评析

Analysis of the Obama Administration's "Smart Power" Foreign Policy

美国奥巴马政府上台后,与小布什的"单边主义"划清界线,推出"巧实力"外交战略,调整反恐战略,修复与伊斯兰世界的关系,修补、重塑美欧关系,重树美国的道德形象及全球领导力,加强与"敌对"及"异见"国家的接触与对话。但"巧实力"外交战略仅仅是美外交策略、手段的调整,其最终目标仍是维持美国的世界霸权地位。

The Obama Administration advocates smart power in its foreign policy,making a break from the unilateralist policy of its predecessor. It has adjusted its anti-terrorist strategy in order to mend its relationship with the Muslim world,reshaped US-European relations,reset the American image and global leadership,and strengthened engagement and dialogue with 'adversaries' and nations holding different views. However,this is only adjustment of tactics and means of its foreign policy. The ultimate goal of maintaining American hegemony remains unchanged.
