信息技术的迅猛发展催生了网络外交,作为一种新的公共外交形式,它改变了人们对主权、权力的传统认识,给国际关系带来了复合性的影响。网络外交已发展成为美国施展公共外交的一件新式武器,美国政府极力谋求通过网络外交去影响和引导外国公众,欲在提升其外交软实力的同时实现其外交硬目标,旨在展现其"巧实力"进而增进美国的国家利益。然而,如果美国政府不认真反思并彻底摈弃其霸权主义思维与单边主义行径,网络外交也势将难以发挥其能动的公共外交效用。

Internet diplomacy has developed into a new weapon of the United States public diplomacy,and the U.S. government makes efforts to use internet diplomacy to influence and guide the public in foreign countries,improve its diplomatic soft power while achieving its diplomatic hard goals,and to enhance U.S. national interests by means of demonstrating its 'smart power'. However,unless the U.S. government seriously rethinks and completely abandons its hegemonism and unilateralism,internet diplomacy will not be able to bring into full play its ability for robust public diplomacy.
