Institutional Obstacles and Policy Choices in Revitalizing Liaoning Province

在计划经济时期,辽宁的经济与社会发展一直走在全国前列。但自改革开放以后,在由计划经济向市场经济转轨的过程中,其发展却步履维艰。虽然形成这种局面是多种因素共同作用的结果,但其中最为关键的还是辽宁在现代企业制度、统一开放的市场体系与政府职能转换等体制与机制创新方面存在着诸多障碍。因此,只有分析这些阻碍因素,并有针对性地进行政策选择,辽宁才能加快其振兴与进一步发展的步伐。

During the period of the planned economy, Liaoning Province had led the way in both economic and soctat devetopment. However, since the reform and opening-up its development has been laboring in the process of the economic transformation from the planned economy to the market economy. Although there are many factors which worked together leading to the current situation, the crucial factors are many obstacles which exist in many processes such as the establishment of modern enterprise systems and a unified and open market system, the conversion of government functions and the innovation of institutions. Therefore, only by analyzing these obstacles and making targeted choices can Liaoning Province speed up its progress of revitalization and further development.
