国家与社会分权视角下的城市社区自治探讨

On the Self-Government of Urban Communities from the Perspective of Separation of Powers between Government and Society

从国家与社会互动角度看,如何把城市社区自治建成一种理论上有效、实践中可行,既能被公民认同又能获得党和政府支持的基层民主制度,是关系中国民主政治发展的大问题。在国家与社会分权的全新视角下对城市社区自治进行研究,认为城市社区自治是国家与社会分权的有效体现。在社区居委会自治实践中,城市社区和居委会应有合理的定位和复位。新型社区自治建设需要政府和基层党组织积极发挥作用,促进社区自治目标的实现。

From the view-point of the interaction between government and society,an important issue that concerns the democratic politics of China is the self-government of urban communities,as a grass-root democratic system which is not only effective in theory and operational in practice,but also acceptable for the citizenship,the party and government.This article studies the self-government in urban communities under the new perspective of separation of powers between government and society,viewing the self-government of urban communities as an effective reflection of separation of powers between government and society. The position of the urban communities and residents committee should be reasonably recognized and reset in practice. The government and grass-roots party organizations should play an active role in building a new type of community self-government, for the achievement of the goal of community self-government.
