中长期教育规划的编制是对教育未来发展的系统设计,具有充分前瞻性、高度不确定性、系统协调性、政治选择性、技术依赖性、问责困难性等特点。我国在编制中长期教育规划时,需要充分运用各种预测技术及方法,重视教育发展的系统性,注重与不同利益关系人的协商,并应将此纳入教育决策程序。同时,还需要考虑利益基础、习惯势力、教育特性、推广放大变形、非预期效应、时间跨度等方面的问题。

The characteristics are full forward-looking, the high-degree uncertainty, the systematic coordination, the political selectivity, the dependence of technology, the difficulty of accountability and so on.
