Part One “Decision on some issues concerning strengthening and improveing the Party building of the CPC Central Committee”（ hereinafter referred to as“Decision”） which was approved on the Fourth Plenum of the 17th Chinese Communist Party Central Committee restated that “we should establish and improve the coordination of mutually check power structure and the opera- tion mechanism of the decision - making power, executive power and supervise power, as well as to promote the transparent and open process of the power rtmning and make it routinized. ”This is not only an important measure to push forward the socialist democracy construction, but also the main path to strengthen and improve the construction of the Party, as well as an important method to solve the problems that the Party is facing.
