摘要
高校人才流动往往以其知识性、先导性和代表性引领一个区域的人才流动,从而实现区域之间人口资源的优化组合,也可导致人才资源配置的不均衡而对经济社会发展产生影响。本文对甘肃高校人才外流问题中的高等教育因素进行了探讨,主要研究对象是在甘肃高等院校接受教育,而就业选择在东部地区形式的人才。通过数据分析,探讨了造成此类人才外流的主要原因,提出了几个关键性因素:经济发展水平差异、教育资源错配和地方产业结构落后,并对甘肃在西部大开发中解决人才流失问题提出了对策建议,以期助益于甘肃人才发展战略和相关政策的制定及实施。
The migration of university talents, characterized by knowledge, guidance, representatives, sometimes reveals the situation of regional talents flow. While this migration is conducive to attain the optimum assemble of regional human capital, it may induce inequality in allocation of talent resources or the brain drain. The treatise discusses the phenomenon of brain drain in Gansu province. It mainly focuses on the group of talents that received university education in Gansu province and immigrate to eastern region to get employed. By means of statistical analysis, the treatise discusses the reason for brain drain, pinpoints several key factors-economical disparities between eastern and western area, the inappropriate allocation of education resources, and the inferior industrial structure in Gansu province. Based on the analysis, the treatise proposes the solutions for the brain drain accompanied the development of Western region, and expects it may be advisable for talents development strategy and the formulation of relevant policy in Gansu.
