摘要
对产业集群治理的研究存在结构观、过程观和制度观等,对现有研究进行综述可发现从制度层面对集群治理概念和内部机制进行界定具有最为成熟的理论内核。在此基础上,结合理论演绎和经验归纳两种方法,集群治理模式可被划分为自组织型、中心领导型和多元协作型三种典型的类型。进一步的研究发现,在变化的环境中,微观治理机制与集群交互式创新行为之间存在双向影响的反馈机制,其相互促进和制约的动态适应过程导致了特定产业集群治理模式的演化和发展。
There are structural, process and institutional approaches in investigation of the governance of industrial cluster. A detailed survey on existing literature shows that a well - developed theoretical framework based on institutional approach helps to examine the concept and endogenetic mechanisms of cluster governance. On this basis, the patterns of cluster governance can he classified as three models of self - organizing, center - leading and plural - collaborating. In doing so, we combined deductive and inductive approaches. Further, there is a feedback between the micro governance mechanisms and interactive innovation activities in cluster in the changing environment. It is the dynamic mutual - adaptation between these two parties that induces the evolutionary process of governance pattern of industrial cluster.
