Dilemma and Outlet: The Global Vision and Operational Mechanism of Ecologic Civilization Construction

生态文明不是“地方性”区域文明的“一枝独秀”，而是涉及整个人类、关乎全球生态的人与自然和谐共生的整体关联。因而，生态文明建设必然离不开“全球视界”的宏阔背景，离不开超越民族-国家界限的多元主体之间的相互作用、相互依存。虽然在资本主义主导的全球化背景下，各种利益的分裂、冲突凸显了生态文明建设的矛盾和困境，但是，生态文明作为全人类共同追求的理想，其自身所蕴涵的全球价值指向必然催生出全球化视域下生态文明建设的各种运行机制的建立。

The ecologic civilization is not a unique phenomenon of regional civilization with the local characteristics, and it is related to the entire human beings and the global ecology. Therefore, it cannot be kept away from the macro background of global vision and from the interaction and interdependence that transcend the nation-state boundaries. Under the globalization background guided by capitalism, the splitting and conflict of different kinds of interest have highlighted the contradiction and dilemma of ecologic civilization construction. However, the ecologic civilization has become the common ideal of the human beings and its global value orientation will lead to the establishment of various operational mechanisms of ecologic civilization construction under the global vision.
