慈善、公益、保障、福利事业与国家职能角色的战略定位

目前慈善、公益、保障、福利等核心概念流行,但各自内涵外延界定不清、相互混用现象严重,这既影响学术积累与理论创新,又直接关系社会政策框架设计与社会福利制度安排,进而影响社会服务提供和社会福利发展方向。模糊国家、市场与民间组织的社会边界,淡化国家的社会福利责任,混淆国家与社会的战略定位和相互关系,影响社会制度框架设计与社会政策模式的选择。本文首次系统区分慈善、公益、保障、福利、福祉等核心概念,构建社会服务体系层次结构,指明社会发展方向,为构建和谐社会与中国特色福利社会奠定思想理论基础。

Currently charity, public philanthropy, security, welfare and other core concepts are popular, but the extension of their ill-defined meaning, and mutual mixing a situation not only affect the academic accumulation and theoretical innovation, but also direct bear on the social policy framework design and the social welfare system arrangement, thereby affect provision of social services and social welfare development, fuzzy borders of state, market and civil society organizations, dilute the country＇s social welfare responsibilities, confuse state and society＇s strategic positioning and the relationship among them, affect social systems framework design and social policy mode choice. This paper first gives systematic distinction between charity, public philanthropy, security, welfare, social wellbeing and other core concepts, and builds a social service system hierarchy, specifies the direction of social development, in order to build a harmonious society and a welfare society with Chinese characteristics, lays the ideological and theoretical basis.
