面向公众选择的政府信息公开形式分析

Analysis of Public Choice to the Government Information Publicity Channels (GIPC)

从公众选择的角度出发,通过问卷等方式,就公众对政府信息公开形式的选择、选择倾向、传播效果及接受程度等方面展开调查。针对调查中的传统、现代公开形式的缺陷,政府信息依申请公开的形式规定匮乏,公众参与性不高等问题,提出面向公众实际,灵活选用政府信息公开形式,规范引导公众参与公开形式共建,依据公众需求,从制度上明确相应的公开形式等策略。

This paper investigates the main GIPC, the choice tendency, effects of the main channels and the acceptance from the pespectives of pubic choice by the ways of questionnaires. It points out some problems such as the defects, access obstacles, the lack channels in accordance with the public application, lower participation on the service of the GIPC and puts countermeasures through the results of the survey such as taking flexible measures to the GIPC, guiding the public to participate in the construction of GIPC and setting the reasonable GIPC to the needs of the public from institutions.
