随着经济的发展,由于监管的缺位,环境污染事件频发生,国家如何定位处置的方式、手段是彻底解决目前分散、低效管理先决条件,本文初浅地探讨了统一立法,统一处置、分层管理、部门配合的重要性,以及群众长期救助、生态环境跟踪的必要性。

Along with development of the economy, pollution accidents happened frequently for the supervision absence. The modes and means the country how to deal with were the precondition that solved thoroughly scatter and low efficiency management at present. The importance of uniform legislation, consolidation approach, level administration, departmentand combination and the necessity of the long-term relief, the need to track the ecological environment were discussed.
