The originality and primitiveness is the basis of core value of intangible cultural heritage. The census and declaration of intangible cultural heritage should focus on discovery of those items with local symbolic significance, pay attention to original culture and endangered heritage, and distinguish psuedo-heritage. In the process of census of intangible cultural heritage, all possible kinds of high-tech means should be used to record and keep all details of information contained in intangible cultural heritage to achieve aim of long-lasting exploitation.
