湖南省主体功能区划分及发展策略研究

Research on the Division of Major Functional Regions and Its Development Strategy in Hunan Provinc

根据湖南省区域发展状况,参照"十一五"规划《纲要》的主体功能区划分基本思路,从资源环境承载力、开发密度和发展潜力等因素出发,确定了区域主体功能区划分的指标体系。以湖南省14个市(州)为基本空间单元,运用状态空间法对该区主体功能区进行了划分研究。结果表明:除依法设立的各类自然保护区散布在各地市外,优化开发区主要集中在东部地区,重点开发区主要分布在中部和南部地区,限制开发区则集中在西部地区。研究结论为:优化湖南省空间开发结构,协调区域发展,实现生态环境的可持续发展具有重要参考。

According to the regional development and the basic thinking of the eleventh five - year plan sketch, this paper attempts to establish the dividing index system of main functional regions from three aspects including the capacity ability of resources and environment, the developing degree and the potential of further development. Then it takes the 14 cities in Hunan province as the fundamental spatial units and designates the concrete major functional zones in this area by means of the state spatial method. Results show that excepting for those natural reservations that are set up by law disseminating in special cities, the stress and optimization developing zones are mainly in the middle and east of Hunan Province, while the limit developing zones spread in the western part. From these analysis, it will supply strategic guidance to implement different regional policy and plan the coordinative sustainable development as a whole in Hunan province.
