论政治认同与中国共产党的“软权力”建设

The Citizens' Political Identification and the CPC's Building of Its Soft Power

政治认同是政治主体对政治体系的自觉接受和服从,是对政治统治客观事实的价值判断。执政党要维持国家的长治久安,保持自己统治的合法性,就必须获得公民的政治认同。而执政党若要获得公民的政治认同,不仅要有坚实的"硬权力"作基础,更要有强大的"软权力"作支撑。然而,目前,各种原因削弱了中国共产党的"软权力",造成社会公众政治认同的下降。这种现象如果任其发展,将严重影响党执政地位的巩固和执政使命的实现。因而,中国共产党必须从意识形态、政治社会制度、执政方式等方面加强"软权力"建设,以提高公众的政治认同,巩固执政地位,实现执政使命,保持整个国家的繁荣与稳定。

Political identification, a value judgment for the actual political ruling, means that the public accept and obey the political system voluntarily. It is highly necessary for the ruling party to win the citizens＇ identification with the political system, which makes it possible for the party to maintain the country＇s long-term stability and gain the legitimacy for its governance. The citizens＇ political identification in itself is not only based on a substantial hard power but also supported by a strong soft power. However, in the present stage, the CPC＇s soft power has been undermined by various factors, hence a decline in the public＇s political identification. If this decline remains uncontained, it will seriously affect the consolidation of the ruling position of the party and the realization of its political missions. Therefore, in order to raise the citizens＇ political identification, reinforce the party＇s ruling status, realize its political missions and maintain the prosperity and stability of the country, the CPC has to strengthen its building of soft power in terms of such aspects as the ideology, the socio-political institution, and the mode of ruling.
