对我国民办高等教育的政策分析

我国民办高等教育立法相对滞后、办学秩序混乱、管理体制不健全和产权属性不清晰等问题制约着民办高等教育的发展。本文从民办教育存在和发展的理论依据、改革开放以来我国民办高等教育政策的历史演变、各阶段取得的成就和存在的问题几个角度进行了分析,并在深入分析的基础上提出促进我国民办高等教育发展的政策建议。

Now,China＇s private higher education is facing many problems：legislation is lagging behind,running order is in chaos,management system is not perfect,and attributes and property are not clear.All these problems constrain the development of private higher education.In this paper,we will analyze from the perspective of the theoretical basis of private education＇ s existence and development,the historical development of private higher education policy since the reform and opening-up period,achievements and problems in various stages.At last,on the basis of deep analysis,we attempt to give some recommendations on promoting the development of private higher education in our country.
