兰西县亚麻汽车座垫产业集群发展研究

从黑龙江省兰西县亚麻汽车座垫产业集群继续发展所面临的问题入手,分析了集群持续创新动能不足、全民创业内存质量不高、原料供应不稳、融资渠道欠缺、产业集群成长的产业协作与关联度低下等阻碍集群进一步发展的因素,并指出背后深层次的原因在于其创新机制的不完善、产业集群发展战略与核心竞争能力的缺乏、人力资源素质的欠缺和金融的缺口,并认为应在县政府与集群自身的积极努力下,建立政策支持体系、集群人力资源平台、保证原料供应平台与完善产业分工协作网络平台,自主创新,走继续发展之路。

In this paper, starting from the problems that faced in the continous development of industrial clusters of flax car seat cover of lanxi county, Heilongjiang province, less of energy in continuous innovation, poor entrepreneurship quality and unstable supply of raw material, lack of financing channels in investment support, low - level collaboration in this industry clusters that affect the further development of the industrial cluster are analyzed. It points out that the reasons deep - rooted in the imperfections are not complete innovative mechanisms, lack of core competitiveness of industry cluster development strategies and lack of human resources and financial support, and that the county government should be active in the establishment of a policy support system, a human resources platform, a platform to ensure the supply of raw materials and improvement of labor collaborative network as well as an independent innovation and development path.
