农民专业合作社外部法律环境研究——以河北省保定市高优合作社为侧影

《农民专业合作社法》颁布后,我国农民专业合作社的外部法律环境得到明显改善,但是仍存在具体法律法规不能付诸现实,关于某些方面的法律法规的缺失,行政执法人员执法效果欠佳,社员农户的法律意识不强等问题。指出改善和优化农民专业合作社的外部法律环境应采取完善全国及地方的法规规章,提高成员法律素质,优化行政执法方式等对策。

After the law of peasant cooperative was published, the outer legal environment of peasant cooperative has been obviously improved. But there are still some problems such as some regulations not used factually, regulation blanks partly, bad law-enforcing effect, weakness of member peasants＇ legal consciousness and so on. Some ideas should be applied to improve and better the outer legal environment of peasant cooperative： perfect national and local regulations, level up the legal quality of members, better administrative law-enforcing way.
