关于当前全国艺术研究院所建设工作的若干问题

Several Problems on the Current Work of Art Institute Construction

当前,存在着困扰全国文化系统各艺术研究院所生存、发展、建设的很多几乎相同的问题。要真正开创全国艺术研究院所工作的新局面,至少需要三个方面的合力。第一就是文化部直属艺术科研机构以及各省区市的艺术研究院所自身一定要有求生存、谋发展的动力,这是必要条件;第二,全国各省级文化行政主管部门要在帮助整合资源、引导服务方面发挥作用;第三,文化部文化科技司也要从当前国家文化发展的大局着眼,发挥好国家社科基金艺术学项目的课题设计、支持、提升作用,引导艺术研究院所再启新程,重焕生机。第二、第三条是充要条件。笔者对当前加强艺术研究院所建设突出问题的思考,有着如下七项内容,一是关于2009年度国家社科基金艺术学项目评审情况的分析研究;二是围绕项目评审,发现近年来文化系统艺术研究院所在课题申报中立项状况不佳;三是文化部"十大集成"曾是各个艺术研究院所长项、硬性的课题;四是现实要求我们必须开门办院、研究转型、科技自觉与形成特色;五是当前艺术研究院所建设的关键问题在于职能定位;六是关于各艺术研究院所"后集成"时期的职能拓展问题的分析;七是要充分运用国家社科基金艺术学项目立项这一抓手,力争达到引导并支撑各艺术研究院所拓展职能、提升效能的目标,共同开创艺术研究院所建设的新局面。

At present, there exist almost the same problems bothering the existence, development and construction of art institutes in China. In order to open new ground, efforts from at least three aspects are needed. First, art institutes that directly belong to the Ministry of Culture must have the motivation of self - development. Second, provincial cultural administration must play its part in integrating resources and directing services. Third, Department of Science and Technology for Culture must design, support and improve the artistics programs of the National Social Science Fund, and guarantee the vigor of art institutes. The present author＇s ideas on reinforcing the construction of art institu- tes include the following seven parts： first, analysis of the 2009 National Social Science Fund evaluation on artisties programs ; second, the disappointing situation of application in art institutes; third, ＂Ten Collections＂ used to be the advantage of art institutes; fourth, the reality requires us to be open-minded and technologically-conscious, study the transformation and form characteristics; five, the key problem at present is the functional status of art institutes; six, analysis of the function - broadening problem in the ＂ post - integration＂ period; seven, we must make full use of the National Social Science Fund programs to realize the goal of function - broadening and efficiency - improving, and to open new grounds in the art institute construction.
