广东新丰江水库饮用水源地生态补偿机制建设探讨 被引量:17

摘要 新丰江是广东最重要的饮用水源之一,事关香港等地区的饮用水安全供应。结合实地调查,以新丰江水库饮用水源地为对象,将水资源管理、水权制度、补偿机制和生态经济等作为一个复杂系统来综合研究。结果显示,目前新丰江水库面临着较大的水资源生态环境压力,经济发展限于水源保护而受到巨大制约,迫切需要启动生态补偿机制。针对新丰江水库饮用水源地面临水资源需求缺乏合理配置和有效管理,补偿方式单一、标准偏低等主要问题,提出了水源地生态补偿机制,通过建立优质水权市场,健全水源地监督管理机制和依靠科技进步创新水源地的可持续发展模式。 The Xinfeng River is the biggest reservoir in south China, and its drinking water sources is important to the safety of providing drinking water for HongKong and other regions. We investigate the management of water sources, water ownership, compensation mechanism and eco-economy as an integrated system, and the result shows that there exist some serious ecological and environmental problems of the water resources in the Xinfeng River reservoir, and ecological compensation mechanism should be started urgently. Several main problems to initiating the ecological compensation mechanism for drinking water sources in the Xinfeng River are analyzed in this paper. The main contents to build the ecological compensation mechanism are described. The strategy to develop the ecological compensation mechanism is also proposed according to the nature of drinking water sources in the Xinfeng River.
