Strategy Choice of the Less-developed Mountain Areas Development in the Context of "Double Transfer" Strategy:A Case Study of Xingning City

围绕广东"双转移"战略背景下欠发达山区面临的产业转移与劳动力转移两大发展命题,采取实证研究方法,以兴宁市为例,探讨"双转移"战略背景下欠发达山区发展战略选择。认为产业和劳动力双转移对欠发达山区产业发展与主导产业选择、劳动力本地与异地转移产生影响,选择绿色工业发展生态经济、发展素质教育与技能教育提高人口劳动力素质是"双转移"战略背景下欠发达山区发展战略选择。

In the context of＂double transfer＂ strategy in Guangdong, the less-developed mountain areas face two development propositions： industry transfer and labor force transfer. The paper explores its development strategy choice by taking Xingning as an example. The paper considers that developing economy for less-developed mountain areas is the primary task, and improving population quality is the key ＂industry transfer＂ will directly influence the industry development and provide industry choice for less-developed mountain areas. ＂Labor force transfer＂ will bring about the conflicts between local labor force transfer and outer labor force transfer. So the less-developed mountain areas should develop ecological economy by choosing green industry and improve labor force quality by developing quality and technique education.
