摘要
党的十七大报告明确指出:就业是民生之本。我国实行"公民自主择业、市场调节就业、政府促进就业"的方针。《就业促进法》第一次将一系列积极的就业政策法制化,明确了政府在促进就业中的法律责任,从法律上确立政府促进就业的长效机制。论文从政策支持体系、公平就业环境、公共就业服务体系、职业教育和培训体系以及统一规范的人力资源市场体系等方面剖析现代政府承担就业促进的法律责任体系。
The report of the seventeenth CPC National Congress clearly states: Employment has a vital bearing on the people's liveli- hood. Our nation carries out the policies of "laborers finding employment on their own initiative, the market adjusting the demand for employment and the government promoting employment". Employment Promotion Act makes a series of the positive employment policies law-based, which defines the government's legal liability in promoting employment and establishes the government's long-term mechanism to promote employment from the legal. The thesis analyzes the legal liability system that government should undertake to promote employment from the policy support system, fair employment environment, public employment service system, vocational education and training system as well as a standardized human resources market system, etc.
