用一种新类型网络对策的势指标集理论建立了工作性质不同的合作部门之间的评价方法，给出了问题的数学模型及其有关证明，最后以民航为例作实例分析。

This paper introduces a new method of evaluating system consisted of many section with different characters.The method is based on a new type of network cooperative game theory.A mathematics model of this method and related proof are given. At the end of the paper, we use a simple example of CAAC profession MIS.to examine our method.
