Analysis of China's Present Maritime Investigation and Suggestions for Its Reform

我国海事调查由于体制上的特点及海事调查人员的现状,在海事调查(尤其是涉外调查)中存在许多问题,如调查体制与国际不接轨、调查人员素质较低、调查技术水平偏低等。因此改革我国海事调查显得尤为重要和紧迫。通过分析IMO有关海事调查的要求,针对我国海事调查存在的不足,尝试提出一系列建设性的改革建议。

There are a lot of problems existing in China＇s maritime investigation, particularly in the international maritime investigation, such as the incompatible investigation system with international practice, incompetence of maritime investigators, and poor investigation techniques. It is thus of particular importance and urgency to reform China＇s maritime investigation. Accordingly, the paper puts forward a series of solutions by analyzing the IMO＇s maritime investigation requirements.
