Nowadays in order to cope with the newly emerging challenges and problems appeared in the corporate and state-owned enterprise, an innovation in effectiveness monitoring is needed in thoughts, methods, regulations and mechanism to fuse the function of tracking, inspection and supervision into effectiveness monitoring, to regulate the corporate management and the behavior of the staff, so that the actions of breaking law and regulation may be effectively curbed. Consequently, the management quality can be improved, management loopholes can be amended and the efficiency and security of state-owned capital operation can be maintained.
