摘要环境规制与企业技术创新之间是相互促进,相互作用的。环境规制一方面通过时期效应和强度效应促进企业技术创新,另一方面通过提供信息和搏弈的规则,保护产权、激励创新资源的有效利用和流动引导企业进行技术创新。同时,企业技术创新又通过企业技术创新本身的张力、企业社会责任、可持续发展等对环境规制产生反作用,两者之间成棘轮效应。 Environmental Regulation and technological innovation are mutually promoting, interacting. Environmental regulation promotes technological innovation through the time effect and intensity effect; it also provides information and game rules to stimulate innovation by property rights protection and new resources usage effectiveness improvement. At the same time, through the tension of technological innovation itself, corporate social responsibility and sustainable development, technological innovation promotes environmental regulation. So a ratcheting effect exists between environmental regulation and technological innovation.
