摘要
随着中国经济的快速发展,土地的合理配置和流转对促进我国社会经济发展的作用越来越明显。然而,我国农村土地流转中也存在农村土地产权主体虚位、土地承包关系不稳定、农民土地产权权益被侵犯等新的制度问题,需要采取明确土地产权主体、稳定集体土地承包权并辅以定期微调、规范政府征地行为等措施,加强对农民权益的保护。
Along with the rapid economic development of China, the reasonable allocation and circulation of land turn to seem to be count for much. Improving rural land circulation system is good to promote social and economic development of China. But at the same time, there exist a series of new system problems in rural land circulation, which expecting to put forward main countermeasures to solve the problems, and so as to strengthen the protection of farmer＇s rights and interests.
