基于PPP—BOT组合的大型旅游项目建设融资模式研究

A financing mode of large-scale tourist projects based on combination of PPP—BOT

城市发展的新模式,以开发建设大型旅游项目来带动城市的发展,其开发建设面临着巨大的资金压力,项目要开发就必须先解决资金的问题。而且大型旅游项目的开发建设具有极大的复杂性,旅游设施的成本存在很大的沉淀性、建设周期长,但其未来收费所产生的现金收入却是稳定和可预测的,仅依靠政府财政支持,远远不能满足项目的资金需求。基于此本文提出大型旅游项目建设的融资模式应选择政府和市场相结合的方式,采用PPP—BOT组合的融资模式。

As a new mode of urban development, the construction of large-scale tourist projects help to drive the urban development. However, funding pressure exists which should be resolved first. Large-scale tourist projects are very complex with sunk cost and long life cycle. Its cash earnings in future are steady and predictable. So it is difficult to develop the tourist projects only relying on government financial support. This paper proposed a financial mode of combination of government and market which is PPP-BOT combination.
