摘要
针对高速公路BOT融资模式中的风险问题,为科学高效地对其进行定性与定量相结合的评价,减少传统层次分析法中成对比较的次数,避免其评价结果不一致性等问题,论文提出了一种基于模糊偏好关系的风险评价方法,为进一步简化此方法评价过程中繁琐的计算排序工作,文中应用Matlab程序,设计了方便友好的基于模糊偏好关系的风险评价系统。将该系统应用于重庆沿江高速公路某段的风险评价中,验证了此方法及其评价系统的科学性和可操作性。
This paper proposed a method based on fuzzy preference relations to assess risks in BOT highway financing mode combining qualitative and quantitative analysis. It reduces the comparison times and avoids the inconsistent solutions by traditional AHR In order to simplify the calculation and sorting work for decision makers in the assessment process, the paper designed a convenience and friendly risk assessment system based on fuzzy preference relations with the Matlab program. In the end, the system was verified through the application on the risk assessment of a section of the highway along Yangtse River in Chongqing.
