The Autonomy of Culture and the Order Based on Consensus——On the Protection of the Minorities Cultures in the Modern Society from the Respect of Public Policy

学界用多元文化这个概念来解释不同民族之间文化上的差异,并强调尊重各民族尤其是少数民族自身的文化传统和传承习惯。但这种自主性是有边界的。各国公共政策的理论与实践均表明,保护少数民族文化不能忽略外在公共条件对它的支持作用,以及它对所在共同体的价值共识的认同问题。

Academe use the conception of multiculturalism to explain the difference of cultures between groups and demonstrate that we should respect the cultural traditions and the habits of their culture promulgation of the minorities. But the autonomy of minority cultures has limits. The theories and practices in kinds of countries’ public polices demonstrate that when we protect the culture of the minority we should not ignore the social conditions which sustain it from outside, and the value consensus from which it identify it’ s community.
