摘要
西方经济学将住房归属为投资的设定,未必完全适合中国现行国情,它会在理论层面上误导国民的购房理念和行为。因为从理论适用范围、土地制度安排等诸多方面分析,都有理由认为,住房在我国特定经济条件下不仅具有投资属性,且仍具消费属性。因此,住房在归属分类上,不宜机械地移植西方观念,而应视我国现阶段具体情况而界定。就是说,我国住房保障性部分应是主要的,旨在满足民生需求,体现消费性质;而其余部分可放开经营,顺应获利冲动,体现投资性质。两者各在不同届面上,达到活跃市场和带动经济,这样分类运行才更有利于推进我国住房经济健康发展。
Western economy has taken it for ground of putting house-owning into investment, but it isn't suitable to the present situation of China because it will mislead the idea and action of buying houses for Chinese people in theory. An analysis from the range of theory application, the arrangement of land system and so on, it has been based on its theory. A house has its investment and its consuming under the economical condition with Chinese characteristics. Therefore, the classify of house-owning should stand on us, no on westerners. That is, the protection part of housing in China is the main subject because it meets the need of people's living, embodies consumption, and the rest should be run openly with their benefit and investment. Thus, the both sides can act market and economy, at last, prompting the better development of housing economy of China.
