摘要
科学发展观是我党执政理念的重大转变,法律作为治国的权威工具,首先要适应科学发展观的新要求。知识产权法在将正义和效益作为立法目的和价值取向的基础上,还应以促进国家发展和社会和谐为终极目标。
As the authoritative tool of governing country,the law should meet the new needs of scientific development,which is the important change of CPC s governing idea.The intellectual property law should not only base the legislation target and value selecting on justice and benefit,but also take pursing national development and social harmony as the ultimate aim.
