Review and Prospects of Exploration on Modern National Education System Construction

构建"现代国民教育体系"是中共十六大报告中提出的教育三大历史任务中具有基础性、前提性的重要组成部分。七年以来,我国社会各界对此进行了积极的探索,探索的成果集中在党政层面和学术层面表现出来。两个层面的探索有很强的互补性,却未能很好地结合起来,体制机制的制约是最大障碍。应将两个层面的探索有机结合起来,构建灵敏高效的教育改革和发展决策咨询体制,建立强大的教育科研实验及推广、应用机制,早日为构建现代国民教育体系探索好路径、绘制好蓝图。

＂Modern national education system＂ construction is the most basic and important composition of one of three historic tasks put forward by the report of the Sixteenth People Congress. various social fields have explored on national education system, and the outcomes are expressed in political level and academic level. The two levels is complementary with each other, but they haven＇t soundly combine together, and the biggest obstacle is mechanism. Therefore, exploration from the two levels should band together effectively, the sensitive and effective decision-making consultant system for educational reform and development should be built, strong educatioual research, popularization and application mechanism should be constructed to provide pathway and blueprint for building national education system.
