多边贸易体制内发展中国家的结盟属于典型的集体行动,谈判联盟的形成依赖于集体行动的成本收益分析。相容性集团的属性决定了谈判联盟在提供集体收益的同时,必须通过选择性激励提供个体收益以克服搭便车行为。发展中大国提供了谈判联盟运作的直接成本,而克服发达国家分化引诱发展中成员所导致的机会成本,成为促成谈判联盟形成,实现集体行动的另一个关键。

It is a typical collective action developing countries form an alliance within the multilateral trade system. And the formation of such an alliance depends on the analysis of the cost and benefit brought by the collective action. The inclusive group trait determines the fact that the negotiating alliance must provides individual benefits by a selective excitation mechanism to avoid getting an economic lift. The big developing countries pay the direct running cost for the operation of the negotiating alliance. And avoiding the opportunity cost produced by developed countries which try to break up the alliance or lure some member countries already becomes another key to contributing to the formation of the negotiating alliance and realizing taking action collectively.
